2006-2007 school year.

Public Policy with a specialization in fiscal decentralization at the
Central European University in Budapest.
- As a student, majored in International Relations and interned at the U.S. Embassy in Bolivia, where she studied and worked on issues of human trafficking and prostitution.
- Under the mentorship of Dr. Bill Beesting, Honors College Fellow and Assistant Dean of Undergraduate Studies, Kelsey wrote an essay for the Truman scholarship about the issues she had confronted during her internship, recommending the formation of an international coalition to control human trafficking. “We should take a more international approach to develop policies to stop human trafficking,” proposed Kelsey, who also enrolled in two independent study courses dealing with the topic.
